Well, another IELA Congress is over with a lot of crucial moments and nice memories. I believe it has been a very efficient congress due to its high number of participants and the delicately planned organization. Thanks to the IELA Secretariat and all UK hosts for their great efforts to make the congress a remarkable one for us.
We also had a very nice meeting during the congress where our Working Group members have found the opportunity to discuss the efficiency of the Customs Forms on the IELA web site and other upcoming projects.
We all agreed on that Customs Forms are very important marketing tools for IELA and useful guidelines for our members. However, the forms should be more compact, consisting of general information about the countries, rather than having specific information which may be different for each member company. Therefore, the forms will be reviewed and up-dated in shape by 1st October 2009 and I must thank Sameh Guirguis for volunteering to lead this important task.
You all know that we have been discussing implementing an on-line system to fill-in & up-date the Customs Forms for a while. We are now one step further and looking for the most efficient way to avoid any conflicts and discrepancies among the multiple members of the same country. We hope to finalise this system before the end of the year so that it will be easier for everybody.
Thanks to all members who supported us with their suggestions and who filled in our questionnaire during the congress and gave back to us. We had some very interesting comments and suggestions on what and how we are expected to do for the membership. Those who could not find the opportunity to give us the filled-in questionnaires, can send them by e-mail to Tijen@idaexpo.com. Every single comment is very valuable for us.
We will also look into the possibility of having a customs workshop during the Winter Seminar in December through joint efforts with the Training Working Group, where we can find the chance to share experiences with the operations people and junior staff in our companies.
Another very important task we are keen on finalising within this year is that, we would like to have a complete customs classification of goods for the use of IELA members. Considering that finding out the right classification for the items we export and import, consumes a lot of time and energy, we are looking for possibilities of purchasing the information and putting on the IELA website. Those who have suggestions on how we can reach this information, are kindly requested to contact myself.
And finally I would like to thank members who joined the Customs Working Group during the congress. Now we are a large group from different regions of the world which gives us the confidence that we can serve you in a wide range. So please see the up-date members list of the IELA Customs Working Group above.

Dear Members,
During our last IELA Congress in Athens the Committee focused
on three main issues:
– The annual update of the IELA Customs Info Database and a
simplified way to fill in the forms.
– Customs information exchange about ”black spot countries”
– The involvement of IELA and the Ops Club members to exchange
interesting customs related topics.
As far as the updates concerns the updates of 16 countries are still pending on a total of 68 countries. 52 countries are updated between July 2006 and March 2007. There are still 16 countries to be updated. The Committee will chase the Members to give there input. The simplification of the forms from Excel to Word was not intirely successful.
A mix up of the forms started and made the overview on the
updates a little hazy. We will reconsider the method to finalize the
input problem. At the next Congress this issue will be discussed.
To find out if there are really ”black spot” countries on customs
issues we have sent out a survey between 7-11 and 8-12 2006. Only 27 surveys were completed.
Further results will be given during our Congress. In general the
membership is supporting the effort. To improve customs related
problems involving IELA. Of course the approach needs to be discussed and any suggestions are welcome. So take part of the Committee meetings during our Congress. Russia and Brazil were the countries most mentioned as ”customs problem countries”. The members of these countries we ask to summarize these problems and share them with the Committee during our sessions.
The Customs Committee will take prominent part of the Winter
Seminar Workshop sessions and will be involved in the re-launch of the interesting topics for OPS Club.
Further developments on this will be part of a wider discussion during our meetings in Santiago de Chile.

During the last IELA Congress in Athens the Customs Committee focused on three main issues: the annual update of the IELA Customs Info database, Customs info exchange about ”black spot countries” and the involvement of IELA and the Ops Club to share information on customs.
Guido Fornelli, former Chairman of the Committee, initiated discussions on making the database easier to update. Thanks to a good idea of Suthichai Techanungroj, Vice-Chairman of the Committee, there is now a document available for the membership to record their updates. Once returned by a member, the data contained in the document is entered in the database. Updating the database has become very user-friendly. A number of Committee members volunteered to help and are now contacting members to collect all updates by the end of September. The Customs Committee is counting on the cooperation of the membership to get this unique tool updated. The database is the most visited part of the IELA web-site and is therefore a great source of visibility for IELA and its members.
“Black spot countries” does not only refer to the few countries for which we do not have any customs info, but also to countries where customs regulations may disrupt the temporary importation of exhibition materials. Our intention is not to blacklist these countries but to find constructive solutions to any customs issues by communicating with the authorities of these particular countries. The first step is to share the expertise and experience accumulated by many companies to improve our understanding of the various issues and where possible find ways to overcome difficulties in any country.
The Chairman of the Customs Committee Peter Fritz has invited the members of the Ops Club to contribute to the activity of the Committee by sharing information on customs issues, questions and solutions. The students of the IELA Winter Seminar earlier this year showed a great interest for customs issues. The Customs Committee is now trying to find ways to harness the interest for customs information and turn it into a tool that can be useful for the exhibition logistics industry. A discussion has already started on the possible use of the Ops Club message board for this purpose. We will keep you informed on this topic. In the meantime, we highly recommend all IELA mem-bers to encourage their staff to contribute to the Ops Club.

Introduction of the new Chairman Peter Fritz
Peter started his career in the freight forwarding industry in 1970 when he began to work for Deudekom, Duivendrecht. About 10 years later, he introduced and developed exhibition forwarding activities to Deudekom and built up on-site logistics services at different venues in the Netherlands.
When Deudekom joined IELA in 2002, Peter Fritz immediately became a member of the Customs Committee. He has now volunteered to take over the Chairmanship of this committee recognizing and acknowledging the importance of the database on the IELA website towards exhibitors, organizers and IELA membership. He intends to further improve the quality of the information and will investigate possibilities to extend the use and access of the database with the committee members.
Peter is 56 years old, is married and is the father of two daughters. He lives with his family in Diemen, just 2 minutes away from the Deudekom headquarters in the Netherlands.
For the first time Peter will represent the Customs Committee as Chairman during the Annual Congress in Athens.

The continuous growth of world trade coupled with recent developments of viruses, epidemics and pests has forced many countries to enforce new rules requiring phytosanitary certification and/or treatment of packing materials generally by fumigation.
As of September 2005 139 countries have accepted the revised text of the International Plant Protection Convention (IPPC) whose first drafts were published in 1929. These countries are now implementing their Customs and Quarantine procedures to make the guidelines operational.
This is obviously hard for all freight forwarders to deal with but particularly IELA members who specialise in many "one off" shipments that are generally very urgent. At the moment the USA, India, China and Egypt are already enforcing the new packing, treatment and certification requirements. This has resulted in a major increase in documentary and packaging procedure management at origin for the shippers and forwarders.
All IELA members are aware of the changes through the work of the Customs Committee and we would request that should any other changes take place our team report them back to us as soon as possible.
The committee thanks those that have given us input and suggest all members regularly visits the website to check the information on their countries is up to date. We also recommend you all visit the site to make sure your freight is prepared according to destination requirements. |
